Boat drivers come too near the whales (and the dolphins) that these poor sea creatures get scared and get hurt. There are a lot of these trips in some of the islands here in the Philippines and the K*r*a* tourists are rowdy and ask the tour guide to go even nearer even if its not appropriate anymore. Sigh.
